The sign is one of those miserable stickers saying any bike left there will be removed. The sign is about 12 foot off the ground and you would have to lean across the wall to commit the offence and then suffer the pain of watching your bike crash to the basement below.

I would suggest getting a good drill with a hammer head. Go park your bike around 6am. Start by drilling a couple of really big bolt holes. Take at least 45 minutes, swear frequently at the top of your voice (remember to wear shorts that hang half way dozn your a...).
Insert bolts & attach a very big stainless stell loop. Take very heavy anchor chain pass through loop, around bike & haul up onto wall & attached with extremely large padlock.
Now if they come take take you bike away - 1) it will be a teensy weensy bit difficult & 2) the picture implies not to lean the bike against the wall. Strictly speaking having a bike chained 12ft up in the air is not the same thing.
At least the satisfaction of having the bike taken away will overcome the cost of the bike.
